When I first got him, we put down newspapers. That worked for awhile because my husband started taking him outside. He doesn't have bowel movements in the house, but he still pees in the house even after he goes outside. We put down the puppy pads and he just pees around them. What do I do, because it's hard taking him outside at 3 in the morning and snow is covering the ground. The snow almost hides him.

You can train your dog, by rewarding it. Continue to take him outside when he has to go. Reward him if he does not pee in the house, with bones or his favorite treats.

Well, I Had The Same Problem With My Dog,it Would Pee Just A Few Inches From The Puppy Pad. This Lady Told Me To Buy A Spray Called Puppy Trainer Housebreaking Spray. It's Specialy Formulated To Help Spot Train Yor Puppy.you Spray It On The Puppy Pad's Where You Whant Your Dog To Pee Or #2. And You Know What, After 2 Days, She Was Peeing On The Pad's 90% Of The Time. Don't Forget To Give The Dog A Reward. Hope You Try It And It Works For You

Crate training is the best method. Then, at 3am, if he cries to go potty, let him out and take him to the pee pads. Eventually he will get it. Or take him outside. If you are already training that, you need to be consistent. Dogs don't understand multiple places....

Have you tried crate training the puppy? Most dogs will not spoil their "den".
