He probably has worms or a urinary tract infection, take him to the vet ASAP. But I'm sure he will be fine. What's his name?

Could be that he has a urinary track infection.

He likely has a urinary tract infection and is not licking his butt, but his genitals. It hurts for them to pee (just like when a person has one) and they associate the pain with the catbox, so they pee somewhere else. My cat gets them every once in a while and pees in the sink (good kitty). Take him to the vet and you can get some antibiotics and maybe some special food.

I have a male cat that is not neutered (for breeding purposes). Anytime he is around a female cat in heat, he acts the same way. He is leaving his scent and calling to the female. It's a cat thing. Once he mates, then the behavior stops. If there are no female cats around, then consider the above advise.

Very sick and in pain, a bladder ot most likely a urinary infection. This can kill a cat, it is that serious. A cat cannot hold it's bladder like we can once infected. I hope it is spayed or neutered, they are more likely to get this infection if they are not. Can be cured with antibiotic, must take in for proper diagnosis, take in today if you haven't already. Very painful. Most times if you see blood in the urine or drops of blood, they die within 12 to 24 hours, so don't wait.

Definitely take him to the vet. He could have trouble deficating and licks that area to make it come out. The vet can tell you for sure and give you the proper medication for it. The cat doesn't need a cat psychologist tho. He isn't crazy and it isn't a behavioral issue.
