That could be Neon Tetra Disease (which there is no cure for). Either that or some form of Ammonia poisoning like Septicemia.

Here is a disease reference guide for you.

First, I'd lay off the cycle and waste control products. Cycle is to speed up the tank cycling. But most of the bacteria contained in cycle, and similar non refrigerated products, are dead. So they're of no use. As far as the waste control, never used it, never will. Just do your water changes, and up them to (depending on the amount of fish in tank) every 2 weeks at least. If you're tank is overstocked, do one every week. Just small amounts, about 15%. That's the best thing you can do to keep your fish healthy. And that'll save you the money from spending on those products that aren't helping. Pick up a bottle of Prime, to condition/treat the new water before adding it. It's a bit pricey, but a bottle will last a very very long time.
Sly has a good link there for checking diseases/symptoms.

Yes, we raise fish and it looks like it has a bacterial disease. if it swims in a group keep an eye on the others, if it's alone then it may have made itself sick cause they are meant to swim in groups. Your best bet is to change the water every week and stop using chemicals to fix the water. Using chemicals could be what's making it sick. You need to decide whether it's worth it to fix the fish, it may be easier to kill the fish in there, sterilize the tank and start anew. Hope this helps. Good luck
