Please, please, please, find another home for this dog! He is barking because he has seperation anxiety. Do not de-vocalize your pet. It may change his personality permanently!

I understand your fears, but de-barking your dog would be a terrible thing to do. Whoever thought up this surgery needs to have their vocal cords cut and see how they like it. Your dog barks to communicate. If you take away that ability, you will be psychologically and physically damaging your dog. There are bark collars on the market that don't shock your dog. Rather, they emit a puff of citronella - a smell that dogs hate. You could also try contacting a canine behavior therapist. Please look into your options rather than choosing somthing so drastic and damaging. Remember, de-barking is NOT reversible.
