...hover boards, flying cars, etc. You could have a city that goes up and across. it would be like Fifth Element style city or something, you know a future city. ...or maybe one that's sort of pseudo 80s, you know like in Back to the Future II. Plus, then all the oldies satellite stations can play 80s music again like in vice city. Totally retro. The music was way better in that game. There would still be some people with ground vehicles, but also futuristic stuff. You would be like a hot girl this time who was like about 18, but she's like a super genius with all these inventions including something that bends space time, so she can time travel briefly to get information, and a shape shifting device. She's got a communicator implant, (no more phones). She thinks she's going to spend the summer after her senior year partying at virtual beach, but then she ends up mixed up with some bad people, and that's where the story comes in. Who wouldn't want to play as a gorgeous milla-jovovich-like chick? GTA 4 guy is weird.
