Says they are spreading "Pro-US" propaganda to other nations, but would not do it inside the borders. Something about propaganda being illegal inside the US?

I think there ARE types of propaganda that is illegal. Or, at least, there is protocol there. That's what I want clarification on.

Propoganda is what drives the US political system, but there is a ban on using government funds for promoting partisan political propoganda not affiliated with a political campaign. This must be proven and heard through Congress before any penalty is dealt, however.
