| 'dangle carrots' refers to offering a reward for some particular task; when used in a relationship, it may refer to the person withholding love in order to get what they want. 'Rattle bones' can have several related meanings, mostly it refers to irritating or getting someone aggrivated. |

| I think it means they flirt with other people. Or sometimes cheat. Depends in what context it is used. But I could be wrong, this is just what I've heard. |
