...music on a podcast? How do I even find out who to ask? Can/Does it vary from track-to-track? What else should I know about this?

If you are talking about a big publisher like Warner Bros. or Sony, this will be extremely time consuming and could be expensive.

You will need to determine who owns the rights to the recording and the song - and there can be multiple rights with both sides which need to be resolved.

Most CDs will list the songwriters and some list the agency which handles the rights for them. Also, the label agency would be your first stop for getting rights to the recordings.

If you are interested in music from independent artists who may be more open to having you help promote their music, I would try IODA. They will have a service which allows you to choose from over 1000 music labels with artists allowing their music to be used in podcasts - they will handle most of the licensing for you (link below).
