Becuse it is really easy to keep them off your PC using Adaware SE, Spybot S&D, MS Antispyware, SpywareBlater and AVG Free Anti-Virus along with a hardware router and software firewall when you aren't behind it. I haven't had a virus in...well, no, I've never had a virus on my system.

Becuse people have better things to do than constantally running scans of Adaware SE, Spybot S&D, MS Antispyware, SpywareBlater and AVG Free Anti-Virus. They have no idea what a hardware router is. They think a software firewall is something you use to stop you having an IP address (which they don't know what it is, but this alert kept coming up about them and they sounded dangerous*). They have had a virus / spyware attack and are annoyed that they have to spend half their lives working to just keep their PC's performance where it is.

* Yes, I know it's a lying banner ad but Joe Average doesn't

You are asking how can we get users to become more resposible and take charge.
They are lazy.
As I have grown with this www, i have got a few nasties and sought out ways to eliminate the threat.
I use all of the above, plus a few more.
Viruses have attempted to enter my system from Trusted Clients who have not upgraded their defenses.
The worst offender to date is Duke Energy form Charlotte, NC.
They just tell you it can't happen, and I have learned to accept only faxed or mailed job requirements/specifications from them when negotiating a contract.
This scenario only goes to show that Viruses/Spyware can come from any place.
Again, thank you for posting a question in a way that hopefully will awaken at least one other user and take responsibility, letting others save time with scans, etc.
