...motorcyclist to be swirving? back and forth when it's traffic jam on the freeway? I've seen cyclist go between cars, changing lanes back and forth..etc.. during traffic jams. Is it legal for them to do that?

HELL YEAH...It's called lane splitting and it is totally legal in a traffic jam...The moving air help keeps the bike cool.
